鎗械管制己是一個舊問題,
但歐美等國還是搞不好,

* Control: Use legislative, policy and other tools; build capacity and protocols to monitor and respond to emergency; etc.
* Prevention: Promote awareness; solve cause and not symptoms of social problems; etc.
